The Board of Directors of NTUC LearningHub is responsible for the management and oversight of the business and affairs of the corporation.
Lim Boon Heng, Chairman
Mr Lim worked with Neptune Orient Lines before entering politics in 1980. He was a Member of Parliament (MP) and had previously served as MP for Jurong GRC.
He is also actively involved in the productivity movement, chairing the National Productivity Board, and subsequently, the Productivity and Standards Board, and SPRING Singapore. Mr Lim first joined the NTUC in 1981, and was eventually elected its Secretary-General in 1993 before stepping down in 2006.
Mr Lim graduated from the University of Newcastle upon Tyne, UK with a Bachelor of Science (Hons) degree in Naval Architecture. He was awarded an Honorary Doctor of Business by RMIT University, Australia in 1996, and an Honorary Doctor of Civil Law by the University of Newcastle upon Tyne, UK, also in 1996.
Toh Hock Poh, Director
President of Metal Industries Workers Union
Mr Toh is the President of Metal Industries Workers' Union. He is an active unionist with 33 years of service in unions. Mr Toh received the Comrade of Labour Award at May Day Award in 1998 and the Public Service Medal (PBM) in 2009. He is also a council member for Public Transport Council (PTC).
Chew Seow-Chien, Director
Partner, Bain & Co.
Seow-Chien is a partner in Bain & Co.'s Asia Pacific Financial Services Practice. She advises leading financial services clients in the banking and insurance sectors, primarily in emerging markets. She also heads Bain's customer strategy and marketing practice in Southeast Asia.
Named Young Global Leader by the World Economic Forum in 2011, Seow-Chien is recognised for her contribution in helping solve the talent management challenges facing many non-profit organisations across Southeast Asia and Singapore.
She earned an MBA with Distinction from Harvard Business School. She also graduated from Cambridge University with an M.Phil. in Finance and a Bachelor of Arts with Honors in Economics. She is also a published author who has written about talent management within the social sector.
Patrick Tay Teck Guan, Director

Advisor/ Senior Consultant, USE
Patrick is a Director of NTUC LSD and also currently the Executive Secretary of the Healthcare Services Employee's Union (HSEU) and Advisor/ Senior Consultant of the Union of Security Employees (USE).
He is a trade unionist with 10 years experience. He was awarded the Public Service Medal (PBM) in 2005 and BBM in 2010. He is also a Member of Parliament.
Kuah Boon Wee, Director
A UK qualified chartered accountant by training with a university degree in mechanical engineering, Mr Kuah was previously a senior management executive of PSA International Pte Ltd. He had served as CEO for South East Asia and Singapore Terminals as well as Group CFO of PSA. He had also served as CFO for Singapore Technologies Engineering, a major listed company on the Singapore Stock Exchange and had previously worked in senior management positions in Hong Kong and Australia.
Kee Teck Koon, Director
Mr Kee is currently the Non-Executive Chairman of CapitaMalls Malaysia REIT Management Sdn. Bhd. (the manager of CapitaMalls Malaysia Trust listed on Bursa Malaysia Securities Berhad), and the Non-Executive Chairman of NTUC First Campus Co-Operative Ltd. He is also a Non-Executive Director of CapitaMall Trust Management Limited (the manager of CapitaMall Trust listed on the Singapore Exchange), and a non-Executive Director of Changi Airports International Pte Ltd.
Mr Kee retired as the Chief Investment Officer of CapitaLand Limited (listed on the SGX-ST) on 1 July 2009, a position he assumed since February 2007. Between April 2003 and January 2007, he was responsible for overseeing the CapitaLand group's Financial, Commercial and Retail businesses. Prior to that, he was the Managing Director and Chief Executive Officer of The Ascott Limited from November 2000 to April 2003. Mr Kee has held senior management appointments with several other organisations. He started his career in 1979 with the Singapore Armed Forces and the Ministry of Defence where he remained until 1991.
Mr Kee holds a Master of Arts in Engineering Science from the University of Oxford, United Kingdom.
