Board of Directors

The Board of Directors of NTUC LearningHub is responsible for the management and oversight of the business and affairs of the corporation.

Kuah Boon Wee, Chairman

A UK qualified chartered accountant by training with a university degree in mechanical engineering, Mr Kuah was previously a senior management executive of PSA International Pte Ltd. He had served as CEO for South East Asia and Singapore Terminals as well as Group CFO of PSA. He had also served as CFO for Singapore Technologies Engineering, a major listed company on the Singapore Stock Exchange and had previously worked in senior management positions in Hong Kong and Australia.


Tan Suee Chieh, Deputy Chairman

Mr Tan Suee Chieh was appointed the Group CEO at NTUC Enterprise on 1 October 2013.
 
He was previously the Chief Executive of NTUC Income; President, Asia Pacific Region at SHL Group Ltd; and held several senior positions at Prudential PLC including Chief Executive of Prudential Singapore and Managing Director, Established Markets of Prudential Corporation Asia.
 
Mr Tan is a Board member of NTUC Income, NTUC Fairprice, NTUC First Campus, NTUC Unity Healthcare, NTUC Foodfare, NTUC Investment, and the International Co-operative & Mutual Insurance Federation (UK); Co-chairman of the Institute of Service Excellence of the SMU Governing Council, Vice Chairman of the Executive Committee of the Singapore Children’s Society and a member of the Singapore Service Excellence Medallion Governing Council. He is an Advisory Board Member of the Centre for Strategic Leadership at NUS, the Sim Kee Boon Institute for Financial Economics at SMU, and UniSIM College, and Trustee of the Singapore LSE Trust.
 
Mr Tan has a first class honours degree from the London School of Economics and a Masters degree from Columbia University (New York). He received the “Outstanding CEO of the Year” award from the Singapore Business Awards in 2013.


Toh Hock Poh, Director

President of Metal Industries Workers Union
 

Mr Toh is the President of Metal Industries Workers' Union. He is an active unionist with 33 years of service in unions. Mr Toh received the Comrade of Labour Award at May Day Award in 1998 and the Public Service Medal (PBM) in 2009. He is also a council member for Public Transport Council (PTC).TC).


 

Patrick Tay Teck Guan, Director

Patrick has been a trade unionist since 2002. He has been active in grassroots and voluntary community work since 1984 and was awarded the Public Service Medal (PBM) in 2005 and Public Service Star (BBM) in 2010. He is also an Elected Member of Parliament of Nee Soon GRC (Nee Soon East), and a member of the Government Parliamentary Committee (Health and Manpower). In addition, he is an Advocate & Solicitor (Supreme Court of Singapore), an Associate Mediator with the Singapore Mediation Centre and Fellow of the Singapore Institute of Arbitrators.

Patrick graduated from the National University of Singapore with a Bachelor of Laws in 1995 and a Master of Laws in 1999. He also completed the Advanced Management Programme at Harvard Business School in 2014.


 

Theresa Soikkeli, Director

Ms Theresa was appointed the Chief Human Resources Officer at NTUC Enterprise in January 2014.
 
She was previously the Global HR Executive at VISA Worldwide, leading the Human Resources Business Partnering function for all of Visa’s offices in multiple markets across Asia Pacific, Central Europe, Middle East and Africa.
 
Prior to that, Theresa was the Managing Director & Global Head at DBS Bank, leading all aspects of the HR function for DBS’ businesses. Her other appointments were at Morgan Stanley, Glaxo Wellcome, Standard Chartered Bank, Buck Consultants, and Hay Consultants.

Theresa also sits on the HR Committee of the Sentosa Development Corporation, which assists the board in its responsibilities related to HR strategy and direction for Talent Management and Compensation.
 
Theresa holds a Masters of Science in Computer Information System from the University of Miami, Florida (USA).
 


  

Stephen Yeo, Director

Mr Stephen Yeo is the founder/director of S2S Consulting. He is also currently director of NTUCLink Pte Ltd, director of Asia Pacific Jets Pte Ltd and on the board of advisors NTU Graduate Business School and EDI(S) Pte Ltd.
 
He began his career in Singapore Ministry of Defence where as director of Systems and Computers. He spearheaded the introduction of ICT in command and control systems during his stint there. He was CEO National Computer Board, Singapore from 1995 to 1999, where he promoted the development of e-Government and ICT in healthcare, education, trade and economic development. He then moved to the commercial sector for the next 14 years where he served as CEO SCS Ltd, President of EDS International (SE Asia) and CEO British Telecom SE Asia.
 
Mr Yeo consults with companies in the area of leveraging ICT for strategic advantage. He also helps to nurture emerging ICT companies. In the past 20 years, he has served on the boards of companies, statutory boards and educational institutions.
 
Mr Yeo graduated from Oxford University, UK in Engineering Science, obtained an MSc in Singapore NUS and an MBA from USC, California..
 


 

Tan Hang Cheong, Director

Mr Tan joined Ngee Ann Polytechnic (NP) as a lecturer in 1991 after 12 years in the IT industry. He subsequently held several management positions in NP and was seconded to the Ministry of Education as the Deputy Director of the Higher Education Division from 2009 to 2011. He was appointed Deputy Principal of NP in 2001, a position he held till 2007 when he was posted to Singapore Polytechnic as its Principal. Mr Tan retired from Singapore Polytechnic at the end of 2012. He is currently a member of the National Library Board and a board member of Mercy Relief.
 
Mr Tan graduated with a first class honours degree in Computer Science from Imperial College London and a MSc in Technology Management from Manchester University. He was awarded the Public Administrative Medal (Silver) in 2001.
