Responsibilities
- Develop positive relationships with team members and demonstrate behaviours to overcome resistance and conflict from team members or other stakeholders
- Contribute to the development and use of documented policies and procedures for the procurement and supply function and ensure their application by colleagues and stakeholders
- Research market data and use to estimate and negotiate current and future prices and costs for purchased goods and services
- Operate and promote the use of P2P systems for key processes in procurement and supply
- Identify opportunities for the use of E- auctions and organise E- auction events
- Collate data and estimate the breakdown of organisational costs represented by goods, services or constructional works
- Develop and effectively present business cases to justify expenditures and advise colleagues or other stakeholders of their contents
- Review processes and procedures for creating contracts to ensure that all legal requirements are complied with and recommend any changes required
- Develop appropriate specifications for the procurement of goods or services
- Create plans for sourcing processes identifying the steps to be taken and the involvement of internal or external stakeholders
- Evaluate the financial, commercial and technical capabilities of potential suppliers
- Evaluate the range of approaches that can be used in commercial negotiations and use them when appropriate
- Follow good practice in sourcing activities and negotiate to achieve competitive prices for purchased goods and services
- Formulate SMART targets for supplier performance and agree their application with suppliers and other stakeholders
- Evaluate data on the achievement of quality, timescales, quantities and place considerations for procurements from external suppliers and take actions to improve performance
- Maintain and promote to others personal and professional standards of honesty and integrity
- Engage with stakeholders to devise specifications, contract terms, KPIs and other instruments to encourage suppliers to prevent, detect and eradicate breaches of ethical standards

Programme Pre-requisites
- Singapore Citizens and PRs aged 21 and above, who are currently unemployed but are looking for career conversion
- Minimum 2 years of work experience
- Committed to complete the programme
Educational and other requirements
- At least GCE A Levels
- Be able to speak, listen, read and write English at a proficiency level equivalent to the Employability Skills Workforce Skills Qualification (ES WSQ) Workplace Literacy (WPL) Level 5
- Be able to manipulate numbers at a proficiency level equivalent to ES WSQ Workplace Numeracy (WPN) Level 5
- Must be highly motivated
- Comfortable & familiar with working on PC, Proficient with MS Office Excel, Word, and PowerPoint
- Trainees must have a laptop/desktop with webcam

This is a full-time training programme conducted over 6 months. Under the programme, Learners will go through the FIVE following phases:
- Month 1: Procurement & Supply Foundation
- Month 2: Supply Chain Foundation
- Month 3: Procurement Operations
- Month 4: Procurement Essentials
- Month 5 & 6: Supply Chain Management
At the end of each phase, learners will go through projects where they can apply the knowledge and skills acquired in the courses.
