Course Duration
Mode of Assessment
The assessment is designed to test all the competencies required of a certified TDVL or a PDVL holder. The format of assessment is as follows:
PDVL Course Assessment
Paper A consists of:
• M1 (15 minutes): Apply On-The-Road Safety Practices
• M2 (15 minutes): Applying Essential Engagement and Handling Techniques with Passengers
Paper B consists of:
• M3B (45 minutes): Comply with Rules and Regulations for PHC Drivers
Paper C consists of:
• M5 (30 minutes): Apply Principles of Route Planning Using Printed Street Directory and Digital Navigational Tools
Total: 1 hour 45 minutes
This Assessment is conducted at Singapore Polytechnic.
Who Should Attend
This course provides training to aspiring taxi and private hire car drivers who wish to obtain the Private Hire Car Driver’s Vocational Licence (PDVL) issued by the Singapore Land Transport Authority (LTA).

Course Overview
This course comprises of
- 4 modules (M1, M2, M3B, M5) for candidates interested in obtaining the PDVL.
Learners must attend the required modules and pass all the prescribed assessments for the modules before being certified for the PDVL.

Course Objectives
The course enables learners to acquire all the competencies required to provide point-to-point services to commuters as a profession, and to help drivers pass the prescribed assessments to obtain the PDVL issued by LTA.
Pre-requisites
- Knowledge, Skills & Experience
- Be at least 30 years old at the point of application
- Have a valid Class 3 or 3A Singapore driving licence for a continuous period of at least 1 year at the point of application
- Be a Singapore Citizen
- PDVL Approval to Course (ATC) from LTA
- LTA Medical Report

Upon meeting 100% attendance, participants will receive a Certificate of Completion from NTUC LearningHub.

- Participants are required to bring a smart phone for Module 5 to get practise on using the apps to able to use digital maps to navigate from point A to point B.
