Across the globe, there is a widening gap between employers’ need for skilled project managers and the availability of professionals to fill those roles.

As the global economy has become more project-oriented, the practice of project management has also expanded within industries that were traditionally less project-oriented, such as healthcare and professional services. While opportunities are growing, much of the available talent is reaching retirement age. Consequently, these factors are creating an extraordinarily positive jobs outlook for skilled project professionals in a wide variety of industries across the globe.

Opportunities also arise as organisations increasingly rely on technologies and the projects needed to support them. As organisations are connecting the dots between
strategy and action, as well as working to assure that project benefits are truly delivered as expected, the role of the project manager is pivotal.

Demand is high for practitioners with the necessary mix of competencies—a combination of technical and leadership skills plus strategic and business management— as depicted in the PMI Talent Triangle®. According to the 2021 Project Management Job Growth and Talent Gap Report conducted by the Project Management Institute (PMI), the global economy needs 25 million new project professionals by 2030. To close the talent gap, 2.3 million people will need to enter PMOE every year just to keep up with demand – this includes project managers and all changemakers.

A career in project manager is financially rewarding as well. According to Earning Power: Project Management Salary Survey, 12th edition published by PMI in 2021, the median salary of a Project Manager in Singapore is USD 79,749 (approximately SGD $106,600) per annum.

What do Project Managers / Scrum Masters Do?

A Project Manager / Scrum Master plans projects and takes ownership of the successful implementation and achievement of project objectives from start to finish. He/she defines project resources, monitors project progress, and facilitates tasks, interactions, and workflows between various parties to reduce the risk of overall failure and to keep to the project budget, timeline, and scope. In doing so, the project manager/scum master productively and creatively delivers products of the highest possible value.
 
He/she also actively develops and identifies opportunities during project management to continuously improve on the timely delivery of projects and efficient use of resources. Throughout the project, he/she will ensure the adoption of Scrum process framework and practices in the project team to facilitate the development of adaptive solutions for complex problems as a cohesive unit. Within the project team, he/she is the subject matter expert on Agile practices and methodology, project management methodologies and tools, as well as the Scrum process framework.

The Project Manager/Scrum Master is an effective team player who manages project timelines, stakeholders, deliverables and resources in a structured manner. He/she adopts an analytical and strategic approach in developing and communicating solutions that meet project objectives and stakeholder needs.

Critical Work Functions and Key Tasks

  • Develop Project Plans 
    • Conduct cost-benefit analysis and develop project plan. 
    • Review project plans to determine time frame, funding limitations, procedures for accomplishing projects. 
    • Estimate budgetary needs based on the project scope and anticipate future budget challenges. 
    • Assess consolidated project plans for dependencies, gaps and continued business value. 
  • Oversee program implementation 
    • Plan and manage project compliance requirements and adherence to governance structures. 
    • Evaluate and address external business environment changes for impact on project scope. 
    • Plan and manage project closure and/or transitions. 
    • Conduct project reviews to recommend changes to project schedules, cost or resource requirements. 
    • Document and track project scope, changes, issues and risks that affect implementation. 
    • Facilitate the daily stand-up to achieve team consensus. 
    • Eliminate conflicts and assist in developing solutions to manage roadblocks. 
    • Refine and manage the product backlog. 
  • Manage people and organisation
    • Manage project budget, work allocations, manpower and resourcing needs for the team. 
    • Develop team members through ongoing coaching, mentoring and career discussions. 
    • Drive performance management practices within the team in accordance with organisational policies and procedures 
    • Develop initiatives to support the continuing competence and professional development of the team. 
    • Facilitate discussions, problem solving and conflict resolution. 

Average Salary:

  • $4,995 per month1 for Junior Project Manager

  • $6,209 per month2 for Project Manager

  • $8,975 per month3 for Senior Project Manager

Programme Pre-requisites

  • Singapore Citizens and PRs aged 21 and above, who are currently unemployed but are looking for career conversion. 

  • Minimum 2 years work experience 

  • Committed to complete the programme 

  • Committed to fulfil attendance requirements and pass all prescribed assessments. 

Competencies required:

Functional/Technical Competencies

  • Minimum Diploma in any discipline 
  • Be able to speak, listen, read and write English at a proficiency level equivalent to the Employability Skills Workforce Skills Qualification (ES WSQ) Workplace Literacy (WPL) Level 6 
  • Be able to manipulate numbers at a proficiency level equivalent to ES WSQ Workplace Numeracy (WPN) Level 6 
  • Well versed in all Microsoft Office applications, especially Excel, Word and PowerPoint. 

Generic Competencies (Behavioural skills)

  • Possess strong communication skills and problem-solving skills. 
  • Ability to multitask. 
  • Ability to work in a team environment. 
  • Maintains high integrity and displays reliability. 

Hardware/Software Requirements

Trainee must have a laptop/desktop with the following specs:  
  • Operating system: Windows 10 or newer / macOS 10.10 or newer 
  • Audio: Speaker or earphones, and microphone 
  • Video: Web camera capable of video call conferencing 
  • Internet connection: Wi-fi connection of at least 10 mbps 
  • Internet browser: Google Chrome, latest version is recommended  
  • Available Hard Drive Space: 5 GB hard drive space 
  • Virtual Classroom: Training will be conducted on Zoom platform. 
  • Important: “Data Appreciation to Extract Business Value” uses Microsoft Power BI software. Power BI can only be installed on a Windows based device. Please arrange for a Windows 10 or newer laptop/desktop during the course duration of Data Appreciation to Extract Business Value.
