Introducing NTUC Training Fund (SEPs)

Leveraging the Government’s Self-Employed Person (SEP) Support Scheme and co-funded by the Government and NTUC, the NTUC Training Fund (SEPs) now allows SEPs to earn as they train. It also aims to support SEPs in deepening and/or acquiring new competencies during this lull period, in preparation for when the economy picks up and new opportunities arise. Please take note that the deadline to submit application for the Letter of Eligibility is 31 March 2021. NTUC’s e2i will no longer be accepting any submissions for Letter of Eligibility. Claims for training allowance will only be applicable for approved courses with start dates commencing before/on 31 March 2021Please note that claim submissions are now closed as of 31 May 2021. Note: Training allowance is claimable for courses that start on any date from 1 Apr 2020 – 31 Mar 2021, and all claims are to be submitted by 31 May 2021.

How Can You Benefit From The Scheme?

The NTUC Training Fund (SEPs) is applicable for courses under the SkillsFuture Series and selected sector-specific training courses. The courses listed here are eligible for course fee subsidy, SkillsFuture Credit, and Training Allowance of at least $10 per hour (from 1 May 2020 to 31 Mar 2021).

NTUC Union Members


NTUC Union Members who are SEPs will enjoy additional training allowance support. (From 1 May 2020 onwards)

How To Calculate Your Training Allowance


Earn up to $80 for every day you train – with more for union members! The more you train, the more you earn. To help you better understand the training allowance you can potentially receive, please see the training scenario infographic below. (Note: Upon verification of submitted documents required for Training Allowance claim, NTUC’s e2i will disburse the training allowance directly to your bank account within 30 working days after submission.)

You will be happy to know that course fees can be as low as $0 if you tap on SkillsFuture Credit. NTUC Union Members will also enjoy further savings through the $250 yearly training grant under UTAP (Union Training Assistance Programme). NTUC Union Members attending UTAP approved courses, can apply to UTAP for reimbursement of 50% unfunded course fee support capped at $250 each year.

Frequently Asked Questions

To be eligible for the NTUC Training Fund (SEPs) you must be a self-employed person at the point of application and your main source of income is and has been from self-employment. You will be required to produce as proof, your Consolidated Statement of Income / Notice Of Assessment for year of assessment 2020 submitted to IRAS in the capacity of a self-employed person.
You may check your NTUC Union membership status by calling the NTUC hotline at 6213 8008 and follow through the steps.
You may sign up as a NTUC Union Member at this link that was set up to ensure interested SEPs do not miss out on the additional Training Allowance. NTUC Union membership is at $9 a month from January – November and $18 for December. Find out more.
Eligible courses are those listed under SkillsFuture Series, SkillsFuture For Digital Workplace and selected sector-specific training programmes listed on this website. More training courses will be added to the list progressively.

Once you are issued a copy of Letter of Eligibility, you may register directly with the respective Training Provider and Institute of Higher Learning. You will be required to present/submit your Letter of Eligibility for registration of courses.

Eligible SEPs who have submitted the required documents and provided the required information to NTUC’s e2i, can expect to receive their claims within 6 – 8 weeks upon validation and receiving email confirmation from NTUC’s e2i.

Login to the U Portal account using this link to submit the UTAP application. You should apply for the UTAP claim within 6 months after course ends. Eligible for courses supported under UTAP, and if the unfunded course fee is $20 and above.
